Mapping of a science and technology policy network based on social network analysis

PURPOSE: The main purpose of this paper is to define a science and technology policy network in the form social network, from perspective documents, then analyze it using networks analysis (SNA) method. METHODOLOGY: As case study, policymaking Iran analyzed suggested framework research. data used study were collected through content 25 documents an interview with 20 Iranian elites, before being interpreted method software such as NetDraw UCINet. FINDINGS: most pivotal institutions interactions between them determined viewpoint. This was achieved by performing two-dimensional core-periphery analysis, identifying cut points blocks, measuring structural power each institution degree centrality, closeness betweenness centrality methods. IMPLICATIONS FOR THEORY AND PRACTICE: important practical implications research are: integration number institutions, division clear precise work design vertical horizontal coordination mechanisms elimination interferences some tasks others, complementary control role cutting points, paying attention activities margins network. ORIGINALITY VALUE: contribution develop for studying based on SNA. Therefore, cycle consists three stages: 1- Agenda setting prioritization (at two levels mega policies meta policies); 2- Design implementation or executive (in parts: demand-side policies, supply-side networking interconnection infrastructure 3- evaluation learning.
